Established a new program for “At Risk students” at South High School as a joint venture with Worcester Public Schools, Norton Company and Worcester Youth Manpower Training Corporation. He coordinated and administered the South High/ Clark University Goddard Scholars Program designed for students who excelled in science and math. Garvey established a K-12 Geography/ Global Studies initiative with Clark University. He established and directed the first secondary level magnet school in Worcester, which is now a beacon of excellence. He established the first extended day program in the Worcester Public Schools designed for “At Risk” students using Theodore Sizer model components.
